Case study · PMO & value realization
One playbook for seven agencies: a PMO and Value Realization Office for a national transformation
A national Vision 2030 digital transformation program needed one standard way to govern, deliver and report hundreds of initiatives across government agencies.
The challenge
Initiatives were planned across many agencies, each managing projects its own way. Leadership lacked a common view of progress, risk and benefits, and project teams had no shared methods, roles or reporting rhythm.
Working with a global strategy firm, Mohannad Gomaa served as PMO lead and subject-matter expert, designing the PMO playbook and operating model.
What we did
- Assessed project management practices across the ministry and participating agencies.
- Engaged senior leaders, project managers and experts on requirements and pain points.
- Designed the PMO operating model, governance structure and RACI.
- Standardized methods, stage gates, performance metrics and reporting.
- Set up a Value Realization Office to track benefits, not only milestones.
- Built training and workshops for project managers and PMO teams in all seven agencies.
Impact and results for the client
- A standard governance framework across seven agencies
- Clear roles, responsibilities and decision rights
- Consistent planning, execution and reporting
- PMO teams trained to run the playbook themselves
